The Renewable Energy Water Pumping (REWP) Program provides rebates for renewable
energy based pumps used instead of diesel pumps in off-grid areas of WA.
The Renewable Energy Water Pumping Program has been developed and is administered
by the Western Australian Sustainable Energy Development Office. The program
is funded under the Commonwealth Government's Renewable Remote Power Generation
Program.
Total funding of up to $4.8m is expected to be available under the Renewable
Energy Water Pumping Program from February 2002 to June 2008.
The information provided below is an overview of the Renewable Energy Water
Pumping Program and should be used as a guide only. Full details of eligibility
criteria and rebates available are provided in the program guidelines.
Why use renewable energy based pumps?
Pumping water is a significant user of energy in regional WA. In many
remote areas the reliability of pumping systems and the cost of pumping
are important issues.
Renewable
energy pumps, such as solar pumps and windmills, can offer a user-friendly
and cost-effective alternative to diesel powered pumps.
Renewable energy pumps can also deliver other benefits such as reduced operation
and maintenance requirements and reduced diesel generator noise.
General
eligibility criteria

The applicant must be a business, government agency
or incorporated organisation that is registered for the GST, and the
proposed renewable energy pump must serve a purpose that is essential
to the operation of the applicant. |

The proposed renewable energy pump must replace an existing
diesel pump or must be used where a diesel pump would otherwise have
been used. |

Renewable energy pumps on which a rebate is sought
must be new, must be complete systems
and must be purchased and installed after a pre-purchase
application has been approved. |

Proposed renewable energy pumps must be guaranteed
of delivering a minimum annual average of 8,000 litres per day at
a total static head of 20 metres (or equivalent). |

Sufficient resources must be available for the implementation
of projects and system suppliers and installers must be capable and
sufficiently qualified. |
Rebates available
Rebates apply to the GST exclusive capital cost of the renewable energy
component of eligible pumps, including:

Photovoltaic modules and windmill heads |
| • |
Fixed or tracking frames for photovoltaic modules and
towers for windmills |
| • |
Electronic regulators, converters and controllers essential
for the use of renewable energy sources |
| • |
Flow meters (optional). |
The rebate is calculated at 40% of the renewable energy component cost
of an eligible pump minus $1,000.
For example, for a solar pump with a total cost of $8,500 and a renewable
energy component cost of $6,000, a rebate of $6,000 * 40% - $1,000 = $1,400
could be available.
Applicants may apply for rebates funding for multiple, separate renewable
energy pumps, either through a single application or through separate
applications, as long as all criteria are met for each separate pumping
system.
The maximum rebate available is:

$30,000 per site, for pastoral stations, communities
and towns only; and |
| |
$15,000 per site, for farms and other sites. |
How do I apply?
1. Read the Renewable Energy Water Pumping Program guidelines and general
information about renewable energy pumps.
2. Discuss your requirements with one or more suppliers of renewable energy
pumps.
3. Prior to purchasing the renewable energy pump, submit a pre-purchase
application to the Sustainable Energy Development Office with any required
attachments.
Applications will be assessed by the Sustainable Energy Development
Office and approved if all requirements are met, depending on the availability
of funds.
4. If the application is approved, the specified renewable energy pump
can then be purchased and installed.
5. After the renewable energy pump has been installed, submit a rebate
application to the Sustainable Energy Development Office with any required
attachments.
Given that all requirements of the program are met, the rebate will then
be paid to the applicant.
Applicant obligations
Applicants must ensure that renewable energy pumps on which a rebate has
been obtained under this program remain at the specified site for at least
five years and must complete a standard report on its performance on an
annual basis for five years.
A representative of the Sustainable Energy Development Office may visit
the installation during this period to assess compliance with program
guidelines and relevant standards.
