Agencies participating in the Energy Smart Government program are required to follow certain reporting requirements to enable the monitoring of changes in Government energy efficiency. Information to be reported
This information is reported using the Online System for Comprehensive Activity Reporting (OSCAR) software. OSCAR has replaced the Energy Data Gathering and Reporting (EDGAR) software previously used by the Energy Smart Government program. OSCAR automatically calculates the greenhouse gas emissions and performance indicators from the energy and business measure data entered by each agency. Timeframe for reporting Data for each financial year must be submitted to the Sustainable Energy Development Office via the OSCAR system by 31 August of the following financial year. Publication of Result A key element of the Energy Smart Government policy is the level of public disclosure required to be made by State government agencies. For each participating agency, the above information is publicly available in the annual Energy Smart Government Reports which are tabled in Parliament. Information for tenants Tenants in leased premises are only required to report on the energy use under their direct control. Energy used in the provision of central services (e.g. central air conditioning, lifts, external or foyer lighting) in multi-tenanted, leased buildings can be excluded from the reporting requirement as tenants do not have direct control over this energy consumption. The Department of Housing and Works is responsible for reporting the consumption of energy by central services in the multi-tenanted government owned buildings. Monitoring Energy Consumption Each agency should establish a regular reporting process to enable energy consumption to be monitored. This facilitates greater awareness of energy use, allows the effectiveness of energy efficiency actions to be assessed and enables corrective action to be taken if energy consumption increases unexpectedly. The OSCAR software allows data to be reported progressively throughout the year and regular reporting minimises the workload when it comes time to finalise the information reported at the end of each financial year.
